    SOURCES SOUGHT NOTICE

    Bottled Water Delivery and Optional Filtration System Installation (Market Research for Establishment of a Blanket Purchase Agreement)

    1. PURPOSE

    This is a Sources Sought Notice issued in accordance with FAR  to conduct market research and identify qualified, capable, and interested vendors for the potential establishment of a Blanket Purchase Agreement (BPA). This notice is not a solicitation, request for quote, or request for proposal. No contract will be awarded from this announcement.

    The Government seeks to determine industry capability to provide weekly bottled water delivery to affected residential properties and to potentially provide point‑of‑entry or point‑of‑use filtration system installation with one year of maintenance.

    This notice does not constitute a solicitation, request for proposal, or commitment by the Government. No contract will be awarded from this announcement. Responses are not offers and will not be accepted by the Government to form a binding contract. Respondents are responsible for all costs incurred in responding to this notice.

    2. BACKGROUND

    Environmental sampling has identified potential PFAS contamination affecting residential properties located off‑post in the following areas:

    • Fayetteville, NC

    • Spring Lake, NC

    • Vass, NC

    • Cumberland County, NC

    • Moore County, NC

    Up to 170 parcels weekly bottled water delivery.

    The Government intends to establish a BPA with multiple CLINs, where each property will have its own CLIN. The anticipated Period of Performance (POP) is one (1) base year plus four (4) option years, funded annually as severable services.

    3. SCOPE OF REQUIREMENT

    3.1 Bottled Water Delivery

    The contractor shall provide:

    • Approximately 6 gallons of bottled water per residence per week

    • Water must be certified by the distributor as below EPA MCLs for PFAS

    • Weekly delivery to each assigned residence

    • Ability to scale services from 19 to potentially 170 residences

    • Ability to add new residences within 72 hours of notification

    3.2 Optional Filtration System Installation

    The BPA will include optional CLINs for:

    • Purchase and installation of filtration systems (POU or POE)

    • Minimum one (1) year of maintenance included with installation

    • Systems must be capable of reducing PFAS to below EPA MCLs

    • Documentation of installation, maintenance, and performance

    4. DELIVERABLES

    • Weekly Bottled Water Delivery to each assigned residence

    • Monthly Bottled Water Delivery Report, including:

      • Delivery confirmation

      • Quantities delivered

      • Any missed or rescheduled deliveries

    • Certification of PFAS compliance for all bottled water provided

    • All associated documentation, including chain‑of‑custody, delivery logs, and system installation records (if applicable)

    5. ANTICIPATED BPA STRUCTURE

    • BPA with individual CLINs for each serviced property

    • Base year + four (4) option years

    • Annual funding (severable services)

    • Optional CLINs for filtration system installation and maintenance

    6. REQUESTED INFORMATION FROM INDUSTRY

    Interested vendors are invited to submit a Capability Statement addressing the following:

    1. Company Information

      • Name, address, UEI, CAGE code

      • Point of contact information

    2. Business Size/Status

      • Small business, WOSB, SDVOSB, HUBZone, 8(a), etc.

    3. Relevant Experience

      • Experience delivering bottled water to multiple dispersed residential locations

      • Experience meeting EPA drinking water standards

      • Experience installing and maintaining filtration systems (if applicable)

    4. Capacity

      • Ability to scale from 19 to 170+ residences

      • Delivery fleet size and distribution capability

    5. Certifications

      • PFAS compliance documentation

      • Any relevant environmental or water quality certifications

    6. Additional Information

      • Any feedback on BPA structure or CLIN approach

      • Suggested commercial practices
