    1.1 GeneralThe Braddock Locks and Dam project is located on the Monongahela River between Pittsburgh, Pennsylvania and McKeesport, Pennsylvania, in Braddock, PA, Allegheny County, PA. The Project address is 11th Street, Braddock, PA 15104-1704.1.2 Scope of ContractThe intent of this contract is to pump out the septic holding tank, then, remove and dispose of all effluent and debris in an acceptable manner at a licensed disposal facility in accordance with all state and federal rules, regulations, laws, and specifications of this contract.The work shall include the furnishing of all materials, equipment, and supplies and the performance of all labor and all incidentals necessary to pump and clean the septic holding tank at the Braddock Locks and Dam project.1.3 Location and DescriptionSee attached Reference Drawings and Photos. The Wastewater System Area is shown in the Solicitations Attachment 1- Reference Drawings.The holding tank holds 500 gallons of sewage. This site is open year-round. The holding tank shall be pumped once every 7 days, 52 times per year.The Base contract is for one year, with options for each of the next three years. Quotes shall be firm fixed price. Price shall include all mileage costs, if applicable. Option lines may be awarded, depending upon funding.1.4 General RequirementsThe Contractor will provide all labor, supplies, supervision, materials, equipment, and transportation necessary to provide pumping of the holding tank. The Contractor shall provide a schedule for the year within 10 business days of contract award, and exercising of option years. Any requested changes to the schedule shall be submitted within 5 business days of request and invoices will be submitted within 30 days of service. The Contractor will provide pumping and disposal services for pumped wastewater material and debris pulled from the holding tank. All wastewater shall be disposed of offsite in a legal manner. The Contractor shall be properly licensed and is responsible for obtaining all necessary permits and licenses for pumping, hauling, and disposing of the effluent. Contractor shall pump all wet effluent from the holding tank. The holding tank must be pumped dry, with less than one inch of effluent remaining in the holding tank for each pumping.The Contractor shall be responsible for preventing spillage during pumping and hauling of all waste material. Handling of all waste material shall be in accordance with all applicable health regulations. Upon completion of pumping the holding tank, Contractor shall clean up any spillage on the surrounding soil.2 Location, Description, and Frequency of Service2.1 LocationBraddock Locks and Dam is located at river mile 11.3 near the community of Braddock, Pa. The tank is located between the maintenance and administration buildings, which are situated along the right descending bank of the river. Road access to the project is from 11th Street, leading south from Washington Ave.2.2 Description One (1) holding tank, approximately 500 gallons2.3 FrequencyPump once every 7 days, 52 times within the 365-day Period of Performance. 5 services on as needed basis are included. The Site POC shall coordinate with the Contractor for these services if needed and response time shall be within 24 hours.3 Contractor Furnished MaterialsThe Contractor will provide all supervision, labor, tools, transportation, equipment, and supplies required to pump the holding tank in accordance with the requirements of this contract.4 Damage ReportsAll instances where Government materials, supplies, property, and/or equipment are damaged, shall be reported immediately to the Contracting Officer and Lockmaster.
