The U.S. Army Corps of Engineers, Wilmington District, intends to award a sole source contract to Brunswick County, NC, 75 Courthouse Drive, Bolivia, North Carolina 28422, to provide dredge material disposal management and mosquito control services in Brunswick County, North Carolina at Eagle Island dredge material disposal area and the 3 mile impact zone that surrounds Eagle Island within Brunswick County, NC.
This action will result in a firm fixed price contract.
This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
The North American Industry Classification System (NAICS) code is 561710 - Exterminating and Pest Control Services. This acquisition will be processed in accordance with FAR 13.5. The small business size standard is $17,500,000.00.
The statutory authority permitting other than full and open competition is 41 U.S.C 1901 or the authority of 41 U.S.C 1903 as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.501, “Special documentation requirements” and specifically (a) “Sole source acquisitions.” Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.
Brunswick County, NC shall develop and implement an Integrated Pest Management (IPM) plan for mosquitoes that are produced in association with U. S. Army Corps of Engineers (USACE) dredge material disposal sites, a plan for physical spoil (earthwork construction) activities at the USACE Eagle Island Disposal Site, and treatment of the surrounding impact zone.
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) No. 2025-06 effective October 1, 2025.
The periods of performance are: January 1, 2026 (or when contract is awarded) – December 31, 2026, January 1, 2027 – December 31, 2027, January 1, 2028 – December 31, 2028, January 1, 2029 – December 31, 2029, and January 1, 2030 – December 31, 2030.
