    Description

    This is a notice of intent to contract without providing for full and open competition. SPATIAL SNOW DEPTH MEASUREMENTS (A-E) The US Geological Survey - Oregon Water Science Center. Portland, OR intends to award purchase order to Airborne Snow Observatories, LLC of Mammoth Lakes, CA for data collection on spatial snow depth and snow albedo measurements and estimates of snow water in the Sprague River Basin as described in the attached Statement of Work. Airborne Snow Observatories is, to the USGS knowledge, the only source who can perform the services as using the Airborne Snow Observatory (ASO) platform to guarantee continuity of survey procedures, data product algorithms, and accuracy specifications with previous and ongoing regional snow measurement data-collection efforts. The ASO surveys provided by this contract will be compatible and consistent with previous and ongoing surveys in the region and will contribute to a broader effort of flights in the Klamath River Basin. Award will be made in accordance with Federal Acquisition Regulation (FAR) 6.302-1 and Part 15 entitled, Contracting by Negotiation. The USGS contemplates award of a firm-fixed price contract utilizing Architect-Engineering acquisition procedures of Federal Acquisition Regulation (FAR) Part 36.6. The anticipated contract duration is Date of Award to 12/31/2024. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive proposals. However, all responsible parties may submit a capability statement or proposal by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The North American Industry Classification System (NAICS) code 541370, Surveying and Mapping (Except Geophysical) Services, and associated size standard of $19 million apply to this announcement. Responses or inquiries shall only be accepted through electronic mail addressed to thuot@usgs.gov and must be uploaded and received in their entirety no later than 01/26/2024 1700 PD. Responses submitted by hardcopy or the SAM.gov portal shall not be accepted or considered.
