The USG inadvertently revised the "Due Date" to the Evaluation Phase III due date of 26FEB26 from 15DEC25. This was an error. The change in the date to February 26, 2026 was in error and is only applicable to the offerors who have been selected to progress to Phase III. The USG is not accepting additional Phase I submissions. ACC-RSA is proud to announce the release of the final Flight School Next Call For Solutions (C4S) under the Army Aviation Training CSO. This is the official release and the final documents for Industry. All previous versions of any of these documents should be considered null and void. Please ensure all new questions are routed using the UPDATED QR code and link. ************ PRE-SOLUTION CONFERENCE INFORMATION ************* As mentioned in SPN #6, the FSN team will be hosting a Pre-Solution Conference at Redstone Arsenal, Bob Jones Auditorium on Thursday, 12/4/2025 at 0900 - 1100 hrs. Doors will open between 0800 and 0830. The event will last approximately 2 hours and will include a complete reivew of the CSO, C4S, SOO and a discussion of each of the four Phases of Submissions and Evaluations. If you are not able to attend, the event will be recorded. We are also anticipating a transcript becoming avaiable is technology is cooperative. Once the recording, transcrips, and slides are approved through required channels, all three will be posted to SAM.gov for all to have access. This Call for Solutions is the first, approved, call under the CSO – U.S. Army Aviation Training, formerly “DRAFT CSO – Flight School Next”, W9113M-25-S-C006. This requirement is the future of the Initial Entry Rotary Wing (IERW) Training Program at Fort Rucker, Alabama, known as Flight School Next (FSN). The United States Government (USG) seeks a Contractor-Owned, Contractor-Operated (COCO) solution using commercially available services and equipment on a single contract to provide annual training for 900 -1500 rotary wing pilots. The innovative commercial service to be acquired will be the first-time use of a fully commercial training platform for U.S. Army Aviation training. The contractor shall provide all services and equipment required to train pilots to a U.S. Army standard equivalent to the Federal Aviation Administration’s (FAA) commercial helicopter pilot certification, including single engine aircraft, parts, maintenance, instructors (both academic and flight), and simulation (if required). The place of performance to train the rotary wing pilots will be located at Fort Rucker, Alabama. The intent of the FSN Program is to increase the proficiency of U.S. Army aviators using commercially available equipment and instruction practices.
