The Government will solicit and award this contract using Simplified Acquisition Procedures in accordance with FAR Subpart 13.5. The Government intends to make an award to the vendor whose proposal represents the best value to the Government based on (1) vendor’s technical capability, (2) vendor’s past performance using the Supplier Performance Risk System (SPRS), (3) price. Technical capability will be based on the demonstrated ability to meet the technical requirements.
The solicitation will contain the complete Performance Work Statement (PWS).
