THIS IS NOT A REQUEST FOR QUOTE THIS IS A NOTICE OF THE GOVERNMENTS INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO FEDEX AIRFREIGHT SERVICES FOR SHIPPING CRATES SUPPORT The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a sole source, Firm-Fixed Price (FFP) contract to FedEx Airfreight Services/FedEx Custom Critical, Inc., 1475 Boettler Road, Uniontown, OH 44685-9584 to ship assets from Virginia to California in support of the Chief Digital and Artificial Intelligence Office (CDAO). This requirement involves the high-priority, time-sensitive shipment of ten (10) large crates, each weighing approximately over 1,400lbs. This procurement will be issued under Federal Acquisition Regulation (FAR) clause 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This sole-source justification is based on the unique and urgent need to ship ten (10) large crates, each weighing approximately 1,400 pounds, from Suffolk, Virginia to Marine Corps Base, Camp Pendleton, California. The crates contain mission-critical assets essential for the timely execution of a high priority project. Due to the size, weight, and time-sensitive nature of the shipment, FedEx Airfreight Services is the only known capable provider that can meet the immediate operational delivery schedule without interruption. Furthermore, the projects success depends on a specific sequence of events: (1) coordinating and removing the assets from the impacted areas of the Suffolk building; (2) preparing the project space at the Suffolk location post-removal; and (3) commencing the project itself. Delay in transportation would directly the projects start, adversely affecting mission timelines and operational readiness. FedEx is uniquely positioned to provide rapid, reliable, and secure airfreight service on short notice, satisfying both the logistical and operational constraints of this requirement. The primary North American Industry Classification System (NAICS) code is 492110 Couriers and Express Delivery Services (Size standard: 1,500 employees or less). The anticipated period of performance is for 3 months, with no options. This notice of intent is NOT a request for proposal or quotation. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. The Governments decision not to compete this proposed action based on responses to this notice is solely within its discretion.
