The purpose of Amendment 0009 is to accomplish the following:-Upload revised Specifications and Drawings-Add the following narrative in response to bidder inquiries: ProjNet questions 11458639, 11461237, 11461760, and 11461761 have been updated with the following appended information: The Base Bid should include: -Utility runs needed for the rinse system at designated points near the location of the Rinse Rack, including utility stubs (see Electrical, Water and Storm Inlet locations and details in drawings CH.O.18 and CH.O.1S) should the IAF chose to purchase and have a Rinse Rack installed in the future. Components included in the Bid Option, if exercised: -Aircraft Tactical Rinse System from a qualified manufactured - an in-ground clear water rinse system with storage containers placed above grade on a concrete pad, and with the retractable water sprayers on each side of the wash area -Trenching for the underground piping in the Taxiway and to components of the Rinse Rack (performed by contractor in coordination with the manufacturers system design requirements) -Concrete pad for the Rinse Rack containers (containers will be provided and installed by the manufacturer) -Utility connections (potable water, storm, electrical) to the Rinse System components from the utility stubs (as identified as part of the base bid) -The Rinse System manufacturer will install their system once the taxiway is constructed (with trenches) and utilities are in place and operational for connection to the Rinse Rack System. This Request for Proposal (RFP) is to award a firm-fixed price, design-bid-build new construction contract for the CH-53K Bed-down location at a base in Israel. The U.S. Army Corps of Engineers (USACE), Middle East District, has a Foreign Military Sales (FMS) requirement to establish and adapt aviation and maintenance infrastructure for the CH-53K.In accordance with Section 42(c) of the Arms Export Control Act, as amended (22 USC (S)2791(c)), the Foreign Military Financing funds made available for this procurement may not be used to award toother than a United States firm, unless an Offshore Procurement (OSP) determination is made by the Director, Defense Security Cooperation Agency. No OSP determination has been obtained for this procurement. Offers from other than United States firms are ineligible for award. The Government reserves the right, however, to seek an OSP determination at any stage in the procurement, if doing so is in the Governments best interests. The project will be constructed in accordance with applicable current building codes, safety, and security standards, including Israeli and U.S. codes and standards. This project will be awarded based on the CLINs in the price schedule and will be awarded to a single offeror. The magnitude of construction for this project is between $100,000,000 and $250,000,000.
