All Pre-Proposals shall be sent electronically to both Agreements Officer, Jemel Hogan, at e-mail jemel.m.hogan.civ@army.mil, and Agreement Specialist, Emily McGill, at e-mail emily.c.mcgill.civ@army.mil, no later than 5:00 PM EST on 22 December 2025.
