THIS IS A SOURCES SOUGHT NOTICE ONLY; IT IS NOT A REQUEST FOR QUOTE, RATHER MARKET RESEARCH TO DETERMINE COMPLAINCE WITH THE BUY INDIAN ACT AND DETERMINATION OF SET-ASIDE. The Billings Area Indian Health Service (BAIHS) is seeking to identify Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEE), capable of performing the Indian Health Services (IHS) requirement for Chemistry Analyzer Lease (Cost-Per-Test) to the Blackfeet Service Unit, Fort Belknap Service Unit, Fort Peck Service Unit, Northern Cheyenne Service Unit, Montana. Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached). This notice is issued solely for information and planning purposes; it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the Government is not seeking quotes, or proposals at this time. SCOE OF WORK The contactor shall provide all equipment, tools, materials, startup/future reagents, transportation/delivery, and any other items/services/ancillary equipment necessary for the installation/maintenance of the leased Chemistry Analyzers for the Clinical Laboratories located within the Indian Health Services - Billings Area. Contractors equipment shall comply with current National Electric Code (NEC), National Fire Protection Association (NFPA) standards, and all Environmental and Safety codes, laws and regulations. Systems and assays shall meet the requirements and the performance characteristics as defined in the 1988 Clinical Laboratory Improvement Act (CLIA 88), Clinical Laboratory Standards Institute (CLSI), and be approved by the FDA. INSTRUCTIONS TO INDUSTRY ISBEEs are highly encouraged to respond to this notice. However, firms must also understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. To be considered a capable source, responses must directly demonstrate the companys capability, experience, and ability to provide services as described in the attached statement of work. Responses which do not provide the requested information specified in this sources sought notice will be considered non-responsive.
