INTRODUCTION
This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). The U.S. Army Test and Evaluation Command (ATEC) is seeking industry feedback and interest regarding Website Development, Maintenance, and Sustainment Services. The result of this market research will contribute to determining the acquisition strategy.
PROGRAM BACKGROUND
The mission of the ATEC Human Resources Directorate is to implement efficient and effective human resources strategies and practices across the enterprise. In order to streamline the hire process and meet current and emerging mission needs, ATEC is leveraging technology to strategically recruit, acquire, and retain top talent. The ATEC civilian careers website provides educational and interactive content targeted at individuals with an interest in a civilian career with ATEC and/or subordinate organizations.
REQUIRED CAPABILITIES
This service includes the maintenance and sustainment of an interactive recruitment website that is used to announce civilian career opportunities while boasting marketing and optimizing Direct and Expedited Hiring Authority (DHA/EHA). The service will include establishing a web hosting infrastructure, security, content management system, and ticketing system in order to support the existing website (www.atecciviliancareers.com). It is expected that regular/routine maintenance of the site will be conducted to ensure stability and eliminate outages, as well as to ensure data on the website is secure and not vulnerable to exploitation. The website will need to be compliant with modern browsers, such as, Internet Explorer, Edge, Foxfire, Chrome and Safari, to include their mobile counterparts.
QUESTIONS
1. Please provide an estimated length of time in both calendar days and labor hours, that would be required to establish the web hosting infrastructure to support the existing ATEC Civilian Careers website (www.atecciviliancareers.com).
2. Please provide an estimate of total labor hours and required for a period of one year to support the Website Development, Sustainment, and Maintenance as outlined in Section 3.3 of the Performance Work Statement (PWS). Please provide a cost estimate, including the total amount of labor hours required, for as follows:
a. Transition in Period of 30 – 90 days to develop the website (Base year)
b. Three 12 – month option years
3. Please provide the most recent contract number for a website developed, maintained, and sustained for another Government agency from your firm.
