CLEANING OF ASBESTOS - CONTAMINATED CRAWL SPACES (EISENHOWER LOCK TUNNEL)

This is a combined synopsis/solicitation for commercial services prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05 dated August 07, 2025. This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 562910 – Remediation Services with a small business size standard of $25.0M. The solicitation number is 6923G525Q0667.
**NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing and at the time of award.
SCHEDULE OF SUPPLIES/SERVICES: See Attachment B –Pricing Sheet.
DESCRIPTION OF WORK: GLS has a requirement for a contractor to performing cleaning of two crawl spaces containing asbestos-containing material (ACM) and two areas containing dust above the Eisenhower Lock Tunnel.
CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12 and FAR Part 13, subject to the availability of funds.
CONTRACT PERIOD OF PERFORMANCE: The Contractor shall begin performance within 10 calendar days and complete within thirty (30) calendar days after receiving the notice to proceed.
PLACE OF PERFORMANCE: Eisenhower Lock Tunnel, Massena, NY 13662.
SITE VISIT DATE: September 02, 2025, 10:00AM EST. Participants shall meet at Eisenhower Lock Overlook (North), 190B Barnhart Island Road, Massena, NY 13662. Attendees shall confirm their attendance via email to chora.snyder@dot.gov no later than September 02, 2025, at 8:00AM EST.
