Synopsis:

This is a presolicitation notice prepared in accordance with RFO 5.1 Presolicitation Notice.

The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this action as Total Small Business Set-Aside, Firm-Fixed-Price service contract directly to suppliers to procure services for the removal a damaged stern anchor buoy “V” in the Columbia River at River Mile 100+25 and installation of a Government furnished replacement buoy.

The statutory authority for this Total Small Business Set-Aside solicitation directly to suppliers is the RFO 19.104-1 and RFO 12.201-1(c)(2).

A SOLICITATION WILL NOT BE POSTED.

The Government intends to proceed with a Total Small Business Set-Aside direct solicitation to three suppliers under NAICS 237990 – Other Heavy and Civil Engineering Construction. The Government will award a purchase order in the summer of 2026, resulting from a Request for Quote emailed directly to three suppliers, to the responsible offeror whose quotation is most advantageous to the Government based on price.
