COMBINED SYNOPSIS/SOLICITATION PATENTS TANGIBLE AWARDS

This is a combined synopsis/solicitation for commercial services and products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and no further written solicitation will be issued.  This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 & 13.

The United States Patent and Trademark Office (USPTO) anticipates award of a single firm fixed price (FFP) contract to support the patents tangible awards requirement as described in the Statement of Work (SOW), see Attachment 1.

This solicitation 1333BJ23Q00152004 is issued as an RFQ. This request for quote (RFQ) shall not be construed as a commitment of any kind on behalf of the Federal Government. The United States Patent and Trademark Office (USPTO) reserves the right not to proceed with issuing a contract, if it is determined to be in the best interest not to do so.

Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/.

This is a 100% Small Business Set-Aside.

The successful contractor will provide commercial services and laser engraved travel mugs in accordance with Attachment 1, Statement of Work (SOW), for a period of 8 months from the date of contract award.

The period of performance and location of services to be performed are detailed in Attachment 1, SOW. Shipping term shall be FOB Destination.

The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition (see RFQ Section 4).

The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, is applicable. See RFQ Section 5.

The provision 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, applies to this acquisition (see RFQ subsection 3.2).

 The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition (see RFQ subsection 3.3).

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition (see RFQ subsection 3.4).
