    This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part12. This announcement constitutes the only solicitation and a written solicitation will not be issued.

    Solicitation N6134026R1017 is issued as a request for proposal (RFP) and incorporates the provisions and clauses in effect from regulations posted to https://www.acquisition.gov/, but not limited to, Federal Acquisition Circular (FAC) number 2026-01.
     

    Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy’s Command Aircraft Crew Training (CACT) Program for academic and simulator training on the UC-35D (military version of the Cessna Citation ENCORE/CE-500-560). This acquisition is necessary to facilitate pilot training in the UC-35D Fleet. The UC-35D Training courses shall be presented at a Title 14 Code of Federal Regulations (CFR) Part 142 certified training center with a Level D Simulator for the Cessna Citation Encore/CE-560 aircraft at the time of training. NAWCTSD intends to negotiate a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract, on a sole source basis, directly with FlightSafety International (FSI) (CAGE code 1B493). FSI owns and operates the only FAA-certified Level D full flight simulator configured for the Cessna Citation Encore/CE-560 (UC-35D) aircraft capable of supporting the full spectrum of required training. Any other simulator would fail to meet the training fidelity required to prevent negative learning and compromise aircrew safety.

    Offer shall be submitted in accordance with the attached Synopsis/Solicitation. Offer is due no later than 1600 US Eastern Standard Time on 10 July 2026. The proposal will only be accepted by Contract Specialist, William Dahlstrom at william.b.dahlstrom.civ@us.navy.mil. Proprietary data in the response will be protected where so designated. Courtesy copy shall be provided to Audrey Rolland at audrey.l.rolland.civ@us.navy.mil, the Procuring Contracting Officer (PCO).
