    This is a SOURCES SOUGHT / SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The US Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) has been tasked to solicit for and award a commercial services contract for "Commodity and Cargo Forecasts Supporting U.S. Army Corps of Engineers (USACE) Commercial Navigation Evaluations" Interested parties should respond to this notice by completing the attached questionnaire and proving a capability statement. The capability statements for this sources sought market survey are not expected to be proposals, but rather information regarding the company's existing experience in relation to the areas specified in the attached draft Performance Work Statement. Please limit capabilities statements to no more than 15 pages. MS Word or PDF are both acceptable. Minimum font size is 11. Fonts without a serif are preferred for headers and fonts with a serif are preferred for the body text (Times New Roman or similar). This market survey is for informational and planning purposes only and does not constitute a Request for Proposals (RFP). It is not to be construed as a commitment by the US Government. No award will be made as a result of this market survey. All information must be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input received as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. The USACE Institute for Water Resources (IWR) - Water Resource Center (WRC) requires maritime data and information pertaining to waterborne commodity and cargo traffic demand forecasts. Presently, the IWR-WRC employs subject data for waterway system evaluation studies at the national or regional level which are executed on a periodic basis (perhaps one or two times a year). In addition, IWR-WRC procures and shares available data and information for use by District offices with civil works missions and responsibilities for waterborne navigation. Detailed data will be used to assemble internal project study and statistical reports comprised of aggregated statistics such as averages and ranges for data which may be shared with other Federal agencies or outside the realm of Federal agencies as deemed to be in the public interest respective to the missions and duties of USACE. A summary of requirements includes the following: (1) Current or near-current commodity and cargo information with additional associated data attributes (e.g., vessel, origin, destination, tonnage, TEUs, and terminal/dock of commodity transfer). (2) Current or near-current industry and trade pattern reports, evaluations, and insights. (3) Comprehensive bilateral trade forecasts incorporating historical trends and complex micro and macro-economic variables. (4) The ability to evaluate commodity and cargo forecasts a minimum of 20-years into the future. (5) Supplemental technical manual(s) clearly describing forecasting logic, methods, and assumptions.
