    This Sources Sought Notice is issued solely for market research, information, and planning purposes. The primary objective of this market survey is to identify alternative, comparable mobile device forensic software technologies capable of meeting the Government's functional requirements.

    This notice does not seek authorized resellers of Cellebrite products, but rather information regarding competitive alternative software platforms.

    This does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). The Government will not pay for any information or administrative costs incurred in response to this notice.

    REQUIREMENT BACKGROUND & OBJECTIVE

    The NY National Guard Counterdrug Task Force is conducting market research to identify and evaluate commercial forensic software solutions that are technically comparable to the Cellebrite Inseyets suite.

    The Government currently utilizes Cellebrite Inseyets as its baseline standard. To establish whether a competitive acquisition can be conducted, the Government is seeking information on alternative, comparable software platforms that can replicate or exceed the functional, analytical, and decryption capabilities of the following baseline items:

    • Baseline Component A: Cellebrite Inseyets Online Pro (Part Number: B-CNR-05-001)
      • Required Scale: 14 annual subscription licenses.
      • Baseline Functional Capability: Automated mobile extraction (Universal Forensic Extraction Device [UFED] equivalent) and deep forensic physical analysis (Physical Analyzer [PA] equivalent) integrated into a single, unified workflow.
    • Baseline Component B: Cellebrite Inseyets Online Unlimited Unlocks (Part Number: S-AIS-20-002)
      • Required Scale: 8 active deployment sites (licenses to support 8 geographic operations nodes).
      • Baseline Functional Capability: Advanced, high-capacity passcode decryption and device unlocking capabilities, allowing unlimited unlocks across multiple distributed physical nodes.

    TECHNICAL SALIENT CHARACTERISTICS (COMPARATIVE CRITERIA)

    To be considered a comparable technology, any alternative software platform must meet or exceed the following functional salient characteristics:

    1. Extraction and Acquisition:
      • Must perform complete logical, physical, and full file-system extractions from modern iOS and Android mobile operating systems.
      • Must support data extraction from heavily encrypted applications, deleted data recovery, and system artifact parsing.
    2. Parsing and Analytical Decoupling:
      • Must possess automated parsing, decoding, and indexing engine capabilities.
      • Must feature advanced data visualization tools, chronological timeline building, map-based geolocation plotting, and cross-case analysis.
      • Must generate standardized, court-admissible forensic reports in formats such as PDF, HTML, and XML, utilizing data integrity verification (MD5/SHA-256 hashing).
    3. Decryption and Unlocking Capabilities:
      • Must provide a proven, high-capacity utility for bypassing locks, pattern screens, PINs, and passwords on a wide array of locked mobile devices.
      • Must support unlimited physical unlocking operations for regional teams without per-device extraction fees.
      • Must support decentralized deployment across eight (8) separate geographical operations centers.
