    2.    Introduction:
    This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is conducting market research to identify potential sources for an anticipated contract for a Computerized Maintenance Management System (CMMS). The purpose of this notice is to obtain information, for planning purposes, regarding the availability and capability of qualified sources. 
    The purpose of this notice is to obtain the following information:
    1. Determine what sources exist that are capable of satisfying the Government’s requirement,
    2. Determine the capability of potential contractors,
    3. Determine the size and status of potential sources under NAICS 541519 – Other Computer Related Services, and
    4. Determine the level of competition.


    3.    Requirement Description:
    The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec. 
    GLS operates and maintains two navigational locks (Eisenhower and Snell) which includes several electrical and mechanical systems and over 30 buildings spread throughout multiple sites within a 10-mile radius. GLS also has an inventory of approximately 3,000 different items for supplies and spare parts to support its mission requirements. 

    GLS is seeking sources for a new computerized maintenance management system (CMMS) to support inventory management, as well as preventative maintenance and maintenance work order creation and tracking. The CMMS must be web-based and securely cloud hosted by the vendor. This requirement entails the vendor to perform the implementation of the system to include:
    •    Importing and setting up initial inventory in the system
    •    Importing and setting up initial assets in the system
    •    Initial setup of user accounts
    •    Initial setup of dashboard displays
    •    Training GLS personnel on inputting new inventory items, preventative maintenance routines and new work requests. 
    •    This requirement also entails the vendor to provide technical support on an as needed basis throughout the subscription and use of the CMMS.

    4.    Response: 
    Interested firms shall submit the following:
    1.    Name of Company; Company Address; Point of Contact, with Name, Phone Number and Email; Unique Entity Identification Number (UEI), CAGE Code, and Socio-Economic Size Status under NAICS Code 541519 (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/Service-Disabled Veteran Owned Small Business/etc.)
    2.    Provide a capability statement that lists three projects similar in scope, completed in the last 3 years. These projects may include CMMS implementation for entities outside of the federal government. Brief descriptions of the relevant projects shall be provided along with contact references for each project.  (Not to exceed 3 pages).

    Verbal questions will not be accepted and GLS will respond to written questions at its discretion. All communications must be sent via email to chora.snyder@dot.gov. Respondents to this notice should not anticipate feedback with regards to their submission other than acknowledgement of receipt. GLS reserves the right to review late submissions but makes no guarantee that they will be reviewed.
