    Description

    The United States Army Corp of Engineers (USACE) intends to award before 30 September 2026, a noncompetitive firm fixed price contract to the Confederated Tribes of Warm Springs Reservation of Oregon (CTWSRO) as part of its joint requirement for management of historic properties affected by operations of the Federal Columbia River Power System (FCRPS).  

    The objective of this contract is for the Government to ensure they are considering tribal recommendations and priorities as they implement the 2009 Systemwide Programmatic Agreement and meet FCRPS Cultural Resource Program performance indicators.  The Contractor shall support tasks including: 

    Site Visits. The Contractor shall assist in developing National Register of Historic Places evaluation priorities and implementing priority tasks of the traditional cultural property/historic properties of religious and cultural significance to Indian tribes inventory plan for the Bonneville, The Dalles, and John Day Projects.   

    Community Outreach. The Contractor shall engage tribal communities, interested members of the public, and the public to foster an understanding of the history and cultural heritage of the Columbia Basin.  The Contractor shall participate in up to four (4) tribal cultural program community events or cultural program outreach in schools.   

    Site Stabilization. The Contractor shall participate in identifying archaeological sites and/or culturally sensitive areas in need of site stabilization at the Bonneville, The Dalles or John Day Project. The Contractor shall aid with developing site-specific stabilization plans and measures. The Contractor shall implement planned stabilization plans and measures at identified locations. 

    This project requires technical expertise and access to unique and confidential information held only by the CTWSRO, a federally recognized tribe as identified in 84 Federal Register 1200. There are no known alternatives for these services that possess the knowledge of the CTWSRO tribal history or could speak on their behalf.
