    This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes.  THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS.  No reimbursement will be made for any costs associated with providing this information in response to this synopsis or any follow up information requests.  Respondents will not be notified of the results of the evaluation.

    Project Description:

    The work includes Group Operations Facility for the Foreign Military Sales F-35 program supporting multiple countries simultaneously and incidental related work.  Project includes a steel-framed one-story facility with a low slope PVS membrane roof supported on shallow concrete footings, concrete slabs-on-grade, and a combination of brick masonry and insulated metal panel exterior walls supported by cold-formed metal framing as well as aluminum curtain wall systems at an atrium and clerestory.  The facility has lightning protections, fire detection and suppression, and all required supporting facilities to provide a complete and usable facility including utilities, pavements, site improvements, and communication support.

    The F-35 Group Operations Facility is a 7,900 SF (734 SM) facility.  The Group Operations Facility will be comprised of common United States Air Force (USAF) administrative and planning operations for an airfield management group, safety group, a command suite and Contracting Officer Representatives (COR) spaces necessary to support Foreign Military Sales (FMS), USAF operations and U.S. military training for multiple F-35 squadrons at Ebbing ANGB.

    Interested firms must be able to provide all management, tools, supplies, parts, materials, equipment, transportation, and trained labor necessary for the construction of a Group Operations Facility.

    Estimated Value Range:  In accordance with FAR 36/DFARS 236, the estimated value for this requirement is between $15M and $20M.

    Estimated Schedule Dates:  The project is expected to take no longer than 730 calendar days.

    Provide examples of the company's capability to perform a contract of similar magnitude and complexity described in this Sources Sought.  Same/similar is defined as - construction matching this project's scope.

    Firm's responses to this synopsis shall be limited to 6 pages and shall include the following information:

    • Firm's name, address, point of contact, phone number and email address.
    • Firm's business size - SB, 8(a), HUBZone, SDVOSB, WOSB or LB.
    • Bonding Capacity
    • Describe your experience with military administrative buildings (preferable USAF or ARMY Flying Operations) or similar buildings.
    • Describe your experience in concrete, flat roof buildings.
    • Describe your experience in working on a military installation.
    • Describe your experience with construction during simultaneous campus development with limited laydown area, proximity or timing.  Preferably on a military base, but other simultaneous campus development projects may be presented and is less relevant.
    • Please submit no more than 5 projects of similar scope to this requirement.

    The proposed project will be a competitive, design-bid-build, firm-fixed price construction contract procured in accordance with FAR Part 15, Negotiated Procurement, using the trade-off process.  The type of set-aside decision to be issued will be depend on the capabilities of the responses to this synopsis.

    The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Other than Small & the Small Business Community:  Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB) & Woman-Owned Small Business (WOSB).  The Government must ensure there is adequate competition among the potential pool of responsible contractors.  Small Business, Section 8(a), HUBZone, SDVOSB and WOSB are highly encouraged to participate.  Effective October 1, 2025, construction contractors that are 8(a) Certified in SBA's 8(a) Business Development Program, will be required to have an actual, physical office within the geographic area (within the state) where the construction work is being performed (Place of Performance) in which they are bidding on federal construction contracts.

    The North American Industry Classification code for this procurement is 236220 - Commercial and Institutional Building Construction, which has a small business size standard of $45,000,000.00.

    The Product Service Code is Y1AA - Construction of Office Buildings.

    Small Business and 8(a) participants are reminded under FAR 52.219-14, Limitation on Subcontracting (Deviation 2019-O0003) that they will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials to subcontracts will county toward the 85 percent subcontract amount "that cannot be exceeded" for general construction-type procurement.

    Prior Government contract work is not required for submitting a response under this Sources Sought Synopsis.
