    INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build construction project #512-22-700, Construct EHRM Infrastructure Upgrades at the VA Medical Center located at Baltimore, MD. PROJECT DESCRIPTION Provide all work detailed in the 100% Narrative and SOW provided by the A/E in the Bid Files. Contractor to ensure all work adheres to all specs provided in addition to all local, national, federal, and VA standards, specs, and guidelines. Before commencing construction, contractor is to provide an Infection Control Risk Assessment (ICRA) plan for approval by VA Infection Control team. Infection Control severity levels will be taken from the ICRA’s enclosed in the bid documents, not the AE’s architectural drawings. Contractor also to phase work as necessary to ensure limited disruptions to veterans and VA staff. Any new penetrations made or existing penetrations in walls and/or ceilings found during construction must be fire caulked and sealed. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the lowest price technically acceptable (LPTA) procedures listed in the solicitation. The solicitation will be issued as a total Service- Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation is estimated to be issued in March 2026. The period of performance is approximately 365 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
