The 47th Contracting Squadron at Laughlin Air Force Base, TX is seeking a responsible SBA certified Woman Owned Small Business (WOSB) Program source to design and construct a mounted static display of the T-1A aircraft on Laughlin AFB within the Ribas-Dominicci traffic circle, located directly northeast of the West Gate, and install all necessary drainage, lighting, and other features consistent with existing static displays. The Contractor shall furnish all surveys, design drawings, labor, equipment, materials, transportation, administration, supervision, and all else necessary to perform all operations to successfully complete this project. When complete, the project shall be constructed as described within the draft Statement of Work.

The 47th Contracting Squadron's anticipates award of a Firm Fixed-Price contract as a result of this solicitation. In accordance with FAR 36.204 the estimated price range of this requirement is between $500,000 and $1,000,000.

An organized site visit has been scheduled for Friday, 27 June 2025 at 1:30 p.m. Please submit the names of all attendees to SSgt Ian Monis and Mr. Joshua Centilli via email at ian_jenne_sai.monis@us.af.mil and joshua.centilli.1@us.af.mil no later
than 2:30 p.m. CDT on Tuesday June 24, 2025. This information must be provided in advance, to ensure access to the site. Upon receipt of names and attendees, details will be provided on the meeting location and how to gain access.

Questions will not be answered during the site visit. All questions regarding the solicitation and/or site visit must be submitted via email no later than 4:30 p.m. CDT on Monday July 7, 2025, in order to allow time for possible Government response.

The acquisition will be a total set aside for SBA certified Woman Owned Small Businesses. The NAICS code for this requirement is 236220 and the applicable small business size standard is $45.0M. Any interested party may download a copy of the solicitation from this website once it has been released.

Copies of the solicitation are not available for mailing. Prospective offerors must be registered in the System for Award Management (SAM) to be eligible for award.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
