    SOURCES SOUGHT
    Construction of Interim Dining Facility for 2 CAB, USAG Humphreys

    1.    Purpose and Scope: This Sources Sought Notice is issued in accordance with Federal Acquisition Regulation (FAR) Part 10, specifically FAR 10.001(a)(2)(ii), for market research purposes only. The United States Army, 411th Contracting Support Brigade is seeking information from potential and eligible vendors with the capability to perform the construction of interim dining facility for 2 CAB, located at U.S. Army Garrison (USAG) Humphreys, South Korea. This announcement is not a request for proposals and does not obligate the Government to issue a solicitation or award a contract.

    2.    Important Notices: 

    a)    This requirement is open to vendors that are legally authorized to conduct business in the Republic of Korea.

    3.    Description of Requirements:


    a)    The anticipated requirement includes construction of an interim Dining Facility (DFAC) for 2 CAB located at USAG Humphreys.


    b)    The Contractor shall provide all labor, tools, equipment, supplies, and any other resources necessary to accomplish the scope of work.


    c)    This project includes working on Saturdays and Sundays to shorten the construction period. Anticipated required completion date for this project will be 180 days after Notice to Proceed (NTP) is issued.


    d)    Unless otherwise directed in writing by the Contracting Officer (KO), the contractor shall ship all offshore materials and equipment (regardless of discipline or specification section) via air freight to the designated project location. This requirement applies to all project disciplines, including but not limited to Civil, Structural, Mechanical, Electrical, Fire Protection and architectural works where offshore materials are specified or utilized. The contractor is responsible for all arrangements, costs and documentation associated with air freight shipping.

    e)    Pursuant to FAR 36.204(f), the current estimated magnitude for this project is between $1,000,000 and $5,000,000.

    4.    Submission Requirements to the Sources Sought:


    a.    Company name, business address, point of contact, telephone number, email address, and company website. 


    b.    Propose a plausible NAICS code. 


    c.    A capability statement demonstrating the ability to perform the work outlined in the SOW provided, limited to two pages.


    d.    Description of experience:


    i.    Relevant project experience of construction projects of similar scope, scale, and complexity within the last five (5) years.


    ii.    Relevant project experience with HVAC system installation within the last five (5) years. Please highlight any specific experience with HVAC installations for temporary structures.


    iii.    Relevant project experience with tensioned fabric projects within the last five (5) years.


    iv.    Relevant project experience with commercial grade kitchen installations in dining facilities within the last five (5) years.


    e.    Provide details on how your company may potentially subcontract portions of the SOW.


    f.    Evidence of business registration and authorization to operate within the Republic of Korea.


    g.    Any applicable license and/or certification issued by the Korean Government.


    h.    Describe any challenges and/or key barriers to entry.


    i.    Describe current trends and best practices in the industry related to this requirement.

    5.    Response Deadline: All responses must be submitted electronically no later than 3 July 2025 by 1300, Korea Standard Time (KST). Late responses may not be considered.
