    Description

    Consular Intercommunications (INTERCOM) System Replacement Project – 19N06025Q0011 

    The Embassy of the United States of America in Oslo, Norway invites all interested responsible vendors to submit quotations for the Consular Intercommunications (INTERCOM) System Replacement Project – 19N06025Q0011 according to the attached Scope of Work.  

    The Embassy intends to award a contract to the responsible company submitting the lowest priced, technically acceptable offer. We intend to award a firm-fixed priced contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.  

    All questions related to the solicitation documents must be addressed in English to OsloGSOBids@state.gov  with subject line Consular Intercommunications (INTERCOM) System Replacement Project – 19N06025Q00011 no later than Friday, August 15, 2025, at 10:00 a.m. (Norwegian local time).  

    The Embassy intends to conduct a pre-proposal conference and site visit at the U.S. Embassy in Oslo, Norway.  The pre-proposal conference will be held on Thursday, August 21 at 9:45 a.m. (Norwegian local time). Prospective offerors/quoters should contact OsloGSOBids@state.gov no later than Friday, August 15, 2025, at 12:00 p.m. (noon Norwegian local time) with the names of individuals who will attend the site visit. 

    Quotations are due by Friday, September 5, 2025 at 4:00 p.m. (Norwegian local time). No quotations will be accepted after the indicated deadline.  

    Your quotation must be in English and submitted electronically to OsloGSOBids@state.gov  with the subject line Consular Intercommunications (INTERCOM) System Replacement Project – 19N06025Q0011. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.  

    According to FAR 4.1102 in the case the amount of offer/contract action exceeds $30,000, all prospective offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov) at the time an offer or quotation is submitted and continue to have a valid registered for the duration of the contract including during performance and through final payment. Failure to be registered In SAM at the time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given.
