    Description

The U.S. Army Corps of Engineers (USACE), Humphreys Engineer Center Support Activity (HECSA), is expecting to is-sue a solicitation for Online Programming for Continuing Legal Education (CLE) credit in support of Corps of Engineers Automated Legal System (CEALS). The purpose of this Request for Information (RFI) is to gather industry comments, suggestions or questions before the release of the solicitation. This RFI is for market research purposes only with the intent to identify vendors that are interested and capable of performing the requirements listed in the attached DRAFT Product Description (PD).

CLE credit is required for most attorneys to maintain their licenses to practice law, including attorneys employed by USACE.

The applicable NAICS code for this requirement is 611430 - Professional and Management Development Training.

In response to this email, please provide the following information:

    2.         Company's technical capability to perform a contract of this scope and complexity to include, but not limited to:

    a.         Comments on the attached draft PD.

    b.         Demonstrate your company has the resources, personnel, and equipment necessary to perform the required services described in the draft PD.

    c.         Provide three examples of similar projects in terms of scope, size and complexity provided to any Federal Government customer and brief description for each example.

    d.         Identify challenges and risks associated with meeting the requirements listed in the draft PD and how your organization would minimize those risks.

    e.         Do you have access to exclusive third-party content, e.g., Thomson Reuters (Westlaw) or RELX, Inc. (Lexis+) content?

    f.          Does your platform have the capability to track CLEs completed outside of your environment, e.g., attorney participates in in-person training held by their state bar association?

    g.         Does your platform have the capability to notify users that the deadline for completing CLE credit is approaching?

    3.         A rough order of magnitude estimate for the entire project.

    4.         Other Considerations: Is there anything else your company believes the Government should consider prior to re-leasing a formal solicitation?

Please address the following as part of the sources sought response:

    1. Compliance and Accreditation Assurance: Describe your firm's methodology for acquiring and maintaining accredited CLE provider status across all relevant U.S. jurisdictions. Detail the specific processes, resources, and personnel dedicated to monitoring, interpreting, and proactively integrating changes to state bar rules to guarantee uninterrupted compliance for all 600 users throughout the period of performance.
    2. Content Strategy and Currency: Articulate your content sourcing and development strategy for ensuring the programming library not only remains current with existing law but also anticipates and addresses emerging legal trends. What is your typical development-to-deployment timeline for new courses that are responsive to significant legal or regulatory shifts?
    3. Performance Analytics and Reporting: Beyond the required monthly and annual usage statistics, what advanced analytics and key performance indicators (KPIs) does your platform provide? Explain how this data can be leveraged by management to measure user engagement, track progress towards individual jurisdictional requirements, and demonstrate a quantifiable return on investment.
    4. Technology and User Experience Roadmap: The potential period of performance is four years. Provide a narrative of your platform's technology roadmap for that term. How will your firm ensure the user interface remains intuitive and that content delivery methods evolve to incorporate new technologies, guaranteeing a seamless, accessible, and effective learning experience?
    5. Accessibility and Inclusivity: Detail your comprehensive approach to ensuring the online platform is fully compliant with the Americans with Disabilities Act (ADA) and other relevant accessibility standards. Please provide any existing Voluntary Product Accessibility Templates (VPAT) or equivalent documentation that certifies your platform’s compliance.
    6. Library Scope and Scalability: To substantiate the requirement for a "large and robust mixture" of training, please quantify the current scope of your on-demand and live-training library. Provide metrics on the number of courses available, broken down by major federal and state practice areas, and describe your institutional capacity to develop or acquire specialized content relevant to government legal practice upon request.

Please respond to this request no later than 2:00 PM EST on 27 January 2026. Responses can be submitted via email to both Ms. Selena Brooks, Contract Specialist Selena.Brooks@usace.army.mil and Ms. Giorgiana Chen, Contracting Officer Giorgiana.Chen@usace.army.mil.
