Notice of Intent to Award a Sole Source Contract

The below notice is prepared in accordance with FAR 5.207(c)(15), reason for lack of competition:

The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort Gregg-Adams, Virginia, 23801, intends to award a sole source firm fixed price contract to the American Society for Quality, Inc. (ASQ), 600 N. Plankinton Ave, Milwaukee, Wisconsin 53203 for the Contract Quality Auditor Prep Course, Exam and Certifications. This requirement is classified under North America Industry Classification System (NAICS) 611430 “Professional and Management Development Training”, with a size standard of $15 million.  The Product Code (PSC) is U008 “Education/Training – Training/Curriculum Development”.  This will be a Firm-Fixed Price (FFP) contract with a one-year base period of performance from September 30, 2025 through September 29, 2026 plus four one-year option periods from September 30, 2026 through September 29, 2030. 

The purpose of this document is to provide a Justification for an Exception to Fair Opportunity for American Society for Quality, Inc’s Contract Quality Auditor course, exam and certification.  ASQ’s exam and certification is the only source in the industry to maintain American National Standards Institute (ANSI) Accreditation, Aerospace Standard 9100 and the International Organization for Standardization/the International Electrotechnical Commission (ISO/IEC) 17024 standards, administer testing, re-testing, certification and re-certification. 

This is a sole source notice published for informational purposes only and NOT A REQUEST FOR COMPETITIVE QUOTES.  The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 1901, as prescribed in FAR 13.501(a), Sole Source (including Brand Name).  

Responsible sources may submit a capability statement, which shall be considered by the agency.  Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement in the future.  Any response to this notice must show clear and convincing evidence that future competition would be advantageous to the Government for the requirement identified above.  Information received in response to such notice is normally considered for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government to not compete this requirement is solely within the discretion of the Government.  Any response should be emailed to the contracting officer at Charlene.M.Maneafaiga.civ@mail.mil by September 8, 2025, 10:00am EDST.
