Defense Logistics Agency (DLA) Energy intends to issue a nine-year firm fixed price single source award contract to Delaware Storage and Pipeline Company, LLC (DS&PC), in accordance with 10 U.S.C. § 2304(c)(1), Only One Responsible Source. The Government will award a follow-on contract at Port Mahon on FY 26, aligning with the second phase of the dredging project. The required infrastructure includes constructing a new tank farm storage facility with pier access to Delaware Bay for receiving tank vessels and barges, installing pipeline systems or establishing connection points to DS&PC's furnished pipeline system.

Competitive Environment: There are no planned actions to address barriers that would create a more competitive procurement environment for contract services and ancillary facilities at Port Mahon, DE.

Objectives: The objective of the contract is to ensure uninterrupted support for the Government customers' jet fuel needs.
