    Description

    The Defense Logistics Agency - Energy (DLA) - FESBB, OCONUS Storage Branch is seeking all responsible sources that may submit a capability statement, which shall be considered by the agency; however, at this time it is the Government’s intention to extend the current contract which will provide fuel storage and handling services at Contractor Owned, Contractor Operated (COCO) fuel facilities in the Port of Darwin. The contractor will have the capability to receive, store, protect and issue two grades of U.S. government owned product in the Port of Darwin, Australia. The Contractor will ship and issue petroleum products; Turbine Fuel, Aviation Grade JP-5; Commercial Grade Jet A-1; and when directed Turbine Fuel, Aviation Grade JP-8 (IAW MIL-DTL-83133, latest version). The Contractor must have the additive injection capability for three (3) additives, which include additive Injection to re- grade the stored Commercial Grade Jet A-1 product into JP-8 for all offered shipping and issue modes required in the PWS, and also if required to have the capability to re-grade JP-5 or Jet A-1 to JP-8.

    The tanks offered for storage must have an adequate combined (fill) capacity to store 1,200,000 barrels of Turbine Fuel, Aviation Grade JP-5 (F44) and 700,000 barrels Commercial Grade Jet A-1 (F35). All storage must be available upon award at a single facility. This action will be unrestricted under NAICS code 493190 (Other Warehouse and Storage).

    The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility.

    The Period of Performance will be for a six-month extension to the base period of performance (September 13, 2025 - March 12, 2026) and with a six-month option (March 13, 2026 – September 12, 2026).

    This was awarded to only one responsible source, and no other source will satisfy Agency requirements.
