NHTSA’s mission is to save lives, prevent injuries, and reduce economic costs due to road traffic crashes. NHTSA’s Office of Behavioral Safety Research (NPD-320) develops and disseminates evidence-based guidance to support State Highway Safety Offices (SHSOs) in selecting and implementing effective traffic safety countermeasures.
In 2005, NHTSA and the Governors Highway Safety Association (GHSA) developed the Countermeasures That Work guide, a comprehensive reference on evidence-based highway safety countermeasures for SHSOs. The guide is updated regularly to incorporate new research findings. A companion document, Countermeasures At Work,
provides supplemental case studies describing real-world implementation of selected countermeasures. The most recent edition was produced under a prior contract with the University of North Carolina at Chapel Hill.
