    1. Combined Synopsis/Solicitation

    This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency.

    2. Performance Work Statement (PWS)

    1. Purpose and Scope of Work

    The purpose of this Scope of Work is to obtain contractor support to provide crane services for Government-directed lifting operations during the specified period of performance. The contractor shall provide all labor, supervision, equipment, transportation, materials, rigging, and qualified personnel necessary to safely conduct crane lifting operations. The contractor shall furnish a crane of adequate capacity, certified operators, qualified riggers, and signal people to perform lifting operations as directed by the Government.

    During the period of performance, the contractor shall perform as many lifts as required by the Government utilizing the same mobilized crane and personnel. The number of lifts is not predetermined and shall be based solely on Government operational requirements. The contractor shall remain on-site and available throughout the period of performance to execute multiple lifts as directed by the Government, provided each lift is within the crane’s rated capacity and can be safely performed in accordance with the approved lift plan and all applicable safety regulations. Services include mobilization, crane setup, execution of all Government-directed lifts, repositioning of equipment as necessary, and demobilization upon completion of the period of performance.

    2. Contractor Responsibilities

    The contractor shall:

    • Provide a certified crane with sufficient lifting capacity to accomplish all required lifts.
    • Provide qualified and licensed crane operators, riggers, and signal persons.
    • Submit a crane lift plan for Government review and approval prior to commencing operations.
    • Ensure all cranes, rigging equipment, and lifting accessories are inspected and certified in accordance with applicable OSHA, ASME, manufacturer, and local regulatory requirements.
    • Conduct daily pre-lift safety briefings before operations begin.
    • Establish and maintain safe work zones and exclusion areas throughout lifting operations.
    • Comply with all applicable safety and environmental regulations.
    • Immediately notify the Government of any unsafe conditions or equipment malfunctions that could affect operations.

    3. Government Responsibilities

    The Government will:

    • Identify the lift location(s) and schedule.
    • Provide the Government representative for coordination and oversight.
    • Provide information regarding the loads to be lifted, when available.
    • Coordinate site access as required.

    4. Deliverables

    Prior to performing work, the contractor shall provide:

    • Crane lift plan.
    • Current crane inspection and certification documentation.
    • Operator, rigger, and signal person qualifications.
    • Rigging equipment inspection records.
    • Proof of required insurance, if applicable.

    5. Performance Standards

    All lifting operations shall be performed safely and professionally in accordance with the approved lift plan and applicable industry standards. The contractor shall exercise due care to prevent damage to Government property and shall be responsible for any damage resulting from contractor negligence.

    6. Place of Performance

    Services shall be performed at:
    USCG STA Apra Harbor
    PSC 455 Box 176, Apra Harbor, 96915, Guam

    (or as otherwise specified by the Contracting Officer)

    7. Period of Performance

    The contractor shall provide crane services during the period specified by the Contracting Officer. During this period of performance, the contractor shall perform as many lifts as required by the Government without limitation on the number of lifts. The contractor shall maintain the crane and required personnel on-site and be available to support continuous Government-directed lifting operations throughout the scheduled performance period.

    8. Acceptance Criteria

    Work shall be considered complete upon:

    • Successful completion of all Government-directed lifting operations during the period of performance.
    • Removal of contractor personnel and equipment from the work site.
    • Restoration of the work area to a safe condition.
    • Verification by the Government that all services were performed in accordance with this Scope of Work and the approved crane lift plan.
