This is a full and open procurement that is being competed under NAICS 325998 - Other Miscellaneous Chemical Product and Preparation.

Manufacturing. The government will only accept and evaluate quotes from qualified contractors providing services under NAICS 325998 - All Other Miscellaneous Chemical Product and Preparation Manufacturing.

This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 00HCUGHD-2021-49898 and is hereby issued as a Request for Quotes (RFQ).

The Centers for Disease Control and Prevention intends to award a FIRM-FIXED-PRICE contract for the requirement.  Please either fill in the dollar amounts or provide a separate excel spreadsheet containing the same information including a list of line item number(s) and items, quantities, units of measure, and options (if applicable). All services shall conform with the description as  outlined in with the attached Performance-Based Work Statement.

The objectives of this task are to obtain spiked samples in biological matrices necessary for accomplishing ERB’s mission to maintain testing capabilities for toxic chemicals of interest in order to support the measurement of exposures to chemical threat agents. The proposed work will include a variety of tasks that will require planning, producing, and distributing reference  materials in support of ERB’s chemical emergency preparedness and response goals.

The primary purpose of this project is to obtain reference materials from an ISO 17034 provider to support response activities for toxic chemicals of interest. The contractor shall produce a sizeable, homogeneous lot of a material that meets the criteria listed below. This contractor shall be make this materials available for purchase by LRN-C laboratories that participate in proficiency  testing for this method at the same price-per- unit attributed to each item in the pricing table. 

This objective supports ERB’s mission and requires a flexible and multi-faceted approach including the key tasks provided in the Performance Work Statement. This procurement has been designated as a full and open competition for the Production,  Distribution, and Storage of Abrine and Ricinine Reference Materials under North American Industry  Classification
System (NAICS) code 325998 and small business size standard 500 employees.

A FIRM-FIXED-PRICE purchase order will be issued in writing to the successful offeror.
