The Defense Threat Reduction Agency’s (DTRA) Cooperative Threat Reduction Africa Department (CT-AF) has approved this exception to fair opportunity (ETFO) to expand the scope and thereby increase the value of task order HDTRA118D0005/HDTRA123F0098, for the construction of the African Union (AU) Pan African Veterinary Vaccine Center Laboratory (PANVAC). PANVAC will be a continent-wide veterinary reference laboratory located on the campus of the National Veterinary Institute (NVI) in Bishoftu, Ethiopia and would consolidate laboratory operations and strengthen the facility’s biosafety and security (BS&S) for safe and secure handling and storage of biothreat pathogens and vaccine seed stocks, including Rinderpest. For this proposed modification, CT-AF seeks to include and consolidate designer of record responsibilities and facility commissioning into the scope of the existing task order.
