CYBER OPERATIONS FORMAL TRAINING SUPPORT (CYOFTS) III

17 Jun 2025 Update:

The Government has posted the following document in regard to the CyOFTS III solicitation FA8773-25-R-0002:

Please note the proposal due date has been extended until 25 July 2025 at 10:00AM, CDT.

Additionally, the Government continues to finalize the responses to the received questions and the applicable updates to the RFP attachments.  The Government will publish the received questions and associated Government responses and will provide an additional RFP amendment with the updated RFP attachments to sam.gov at its earliest availability and discretion. Please continue to monitor the sam.gov notice for the latest information and additional updates.

11 June 2025: Update: 

The Government appreciates all the questions received in response to the CyOFTS III FA8773-25-R-0002 RFP and attachments.  To minimize potential delays in providing the Government’s response to the questions received and to also update the necessary RFP documents, the Government will not be accepting any additional questions at this time. 

As previously stated, the Government intends to extend the proposal due date beyond 20 Jun 2025; however, a firm date has not been solidified. The Government intends to publish the received questions and associated Government responses and RFP Amendment 0001 via sam.gov at its earliest availability and discretion but NLT 20 Jun 2025.

6 June 2025: Update

The Government is currently processing the responses to the received vendor questions, along with RFP Amendment 0001 which will update several attachments to the RFP. Also, the Government intends to extend the proposal due date beyond 20 Jun 2025; however, a firm date has not been solidified. The Government intends to publish the received questions and associated Government responses and RFP Amendment 0001 via sam.gov at its earliest availability and discretion but NLT 20 Jun 2025.

20 May 2025: Update

The attachment title “Attachment 1 - CyOFTS III PWS 19May25” experienced an error in formatting display during the 19 May 2025 upload to sam.gov.  As a result, the attachment has been reposted and replaced on 20 May 2025 to allow for correct formatting display in landscape view of the following:

            -Table 4.1: Deliverables, pages 78-81

            -Table C.1: Education, Certifications and Experience Requirements, pages 101-111.

With the exception of the correction in formatting display as described above, the requirements described within Attachment 1 - CyOFTS III PWS 19May25 remain unchanged and in full effect. The version posted on 19 May 2025 has been deleted.

Offerors shall review the solicitation, to include all Additional Information/Notes sections, and all applicable attachments for full context of the CyOFTS III requirements.

Proposal prices are NOT to be provided in Schedule B. All pricing shall be entered in the provided Attachment 4 - CyOFTS III Price Matrix dated 10Apr25.

The Contracting Officers listed in this posting are the sole points of contract for this solicitation.

Proposals are due no later than 20 June 2025, 10:00AM Central Standard Time via the instructions described in Attachment 5, Section L paragraphs 2.5 and 2.6.

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation (or indefinite suspension), either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse any offeror for any costs.

INDUSTRY QUESTIONS:

The Government will accept relevant questions from interested vendors in response to the RFP FA8773-25-R-0002 and/or its associated attachments until 30 May 2025, 10:00AM Central Standard Time.  The Government reserves the right to post received questions via sam.gov.  Interested vendors shall provide specific references to the document, section, paragraph, page, or other identifying information as it relates to the question being submitted. The Government also reserves the right to sanitize and/or summarize received questions, as needed. The Government intends to publish the received questions and associated Government responses via sam.gov at its earliest availability and discretion.
