D--DEDICATED INTERNET ACCESS (DIA) CIRCUIT AT THE NEWLY CONSTRUCTED HAWAIIAN VOLCA

NOTICE OF INTENT
The U.S. Geological Survey (USGS) intends to award a firm-fixed-price purchase order on a sole-source basis to Hawaiian Telcom for the provisioning, installation, and activation of a Dedicated Internet Access (DIA) circuit at the newly constructed Hawaiian Volcano Observatory (HVO) Field Office in Volcano, Hawaii.

The award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures under FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Hawaiian Telcom is the only known Internet Service Provider (ISP) with an existing fiber backbone and points of presence (POPs) within reasonable proximity to the HVO site.
Awarding to any alternate provider would require:

-Construction of new infrastructure build-outs, resulting in significant lead times and installation delays
-Substantial cost increases due to trenching, permitting, and deployment challenges
-Operational disruptions to mission-critical data streams essential to USGS operations

This notice is issued in accordance with FAR Subpart 5.2. It is not a request for competitive quotes. However, all responsible sources may submit documentation demonstrating the presence of existing fiber POPs or infrastructure within reasonable proximity to the HVO site, which may be considered by the agency.

No solicitation will be issued. A determination by the Government not to compete this requirement based upon responses received is solely at the discretion of the Government.
