D--INTENT TO SOLE SOURCE NOTICE-GENSCAPE

The Western Area Power Administration (WAPA), Headquarters, intends to acquire on a single source basis the purchase of Genscape PowerRT and PowerIQ subscription for data and forecasting services to Genscape.

Only one responsible source and no other supplies or services will satisfy agency requirements. Genscape PowerRT and PowerIQ data and forecasting services are the only products and services on the market that provide real-time measurements of power plant generation output and is an integral part of WAPA’s systems. The technology that captures this data is patented by Genscape and the capabilities are proprietary to Genscape.

The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received no later than the due date and time stated on this notice and shall include documentation on the ability to satisfy the Government’s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
