    NOTICE OF INTENT SYNOPSIS:
    The Department of the Interior, Interior Business Center, Acquisition Services Directorate on behalf of Peace Corp’s Office of External Affairs Office of Communications intends to award a Purchase Order to Canto, Inc., on a sole source basis. The intended procurement is classified under North American Industry Classification System code (NAICS) Code 513210 – Software Publishers.
    This is a sole source procurement under the authority of FAR Part 13.501(a), only the responsible source and no other supplies or services will satisfy agency requirements. This acquisition. is conducted under the procedures as described in FAR Part 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services and FAR Part 12 Acquisition of Commercial Products and Commercial Services.
    Description:
    Peace Corp’s requires a centralized system for print, digital, and multi-media brand assets as it is essential to coordinate and oversee the materials. Peace Corps currently uses Digital Asset Manager (DAM) platform that is cloud-hosted and accessible via Internet browsers for various capabilities, including, but not limited to, to manage a robust and growing content library of media assets, to host images that populate image galleries on the Peace Corps website as well as the Peace Corps’ media library, to organize and share brand-approved communications, marketing and other documents via “portals” (curated mini-libraries for various internal and external users with different user permission levels), and more. Peace Corps’ preferred browsers are Edge and Chrome, however, some non-Peace Corps users may utilize other browsers. Or users may access via their personal devices (including mobile), which may use Firefox, or other browsers. Users can search, view, download, create, build, and customize a wide variety of static assets and templates in the DAM. The current system also allows for a comprehensive workflow for approving customized templates before final use and restricting what assets and templates can be seen.
    The objective is to implement and support an online Software as a Service (SaaS) solution. This includes an online solution to serve as the agency’s central location or content hub for brand assets with a management system and user-friendly interface with a minimum of 500 Gigabyte (GB) of secure storage.

    The objectives are to:
    Host the solution for sharing Peace Corps brand-approved advertising, collateral resources, and tools for Volunteer Recruitment and Selection (VRS), Peace Corps Response (PCR), University Partners, overseas posts, and other programmatic Peace Corps departments and stakeholders.
    Successfully transfer all existing assets and customizable templates from the Peace Corps’ existing repository [via the Digital Asset Manager platform] for immediate use by permission-based end-users.
    Support the creation of new customizable templates and static assets created by the Peace Corps and Peace Corps’ advertising and marketing partners for use by permission- based end-users.
    Host the solution for public-facing media (i.e., images) for Peace Corps’ Media Library and other website placements.
    Successfully transfer all existing public-facing assets from the Peace Corps’ existing DAM platform for immediate access.
    Streamline business processes and efficiencies for staff looking for branded materials, promoting Peace Corps brand cohesiveness and uniformity on all external facing materials.
    Integrate with other key system for efficiencies and improved usability.
    The platform shall meet federal IT security mandates.

    To meet this demand, AQD anticipates awarding a Firm Fixed Price (FFP) Purchase Order to the sole source, Canto, Inc., for Digital Asset Manager (DAM), a centralized system for print, digital, and multi-media brand assets as it is essential to coordinate and oversee the materials.

    Period of Performance: One (1) 12-month Base Period and four (4) 12-month Option Periods

    This notice of intent to award a sole source contract is NOT A REQUEST FOR COMPETITIVE PROPOSALS.

    However, all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements and include: the Unique Entity ID (UEI) and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
    A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on any responses to this notice.
