Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Refuge Law Enforcement intends to award a firm fixed price sole source contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to: Minnesota Department of Public Safety (MNDPS) 445 Minnesota ST STE 126 Saint Paul, Minnesota 55101 The North American Industry Classification System (NAICS) code for this requirement is 517112, Wireless Telecommunications Carriers (except Satellite). The object of this sole source award is to have continued dispatch services provided by MNDPS. The MNDPS will provide the U.S. Fish and Wildlife Service (USFWS) with voice message handling on radio frequencies licensed to the MNDPS and USFWS. This service will include dispatching calls for service, coordination of emergency and non-emergency incidents, and voice communications necessary to maintain the current status of USFWS law enforcement officers available for dispatch. This service will be provided 24 hours per day, seven days per week. The MNDPS will also provide CAD connectivity with USFWS use of I-mobile software. Services provided by the MNDPS are unique to the geographic location (State of MN) and radio communication codes utilized by other law enforcement departments and officials in the state of Minnesota who currently utilize the same state dispatching services. The uniqueness of MNDPS use of I-mobile to access dispatch information. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
