DATA ACQUISITION AND RETRIEVAL SYSTEM (DARTS)

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award, on a sole source basis under the authority of 10 U.S.C. 2304(b)(2), a Cost Plus Fixed Fee (CPFF) and Cost Only, Indefinite Delivery, Indefinite Quantity type contract to General Dynamics Mission Systems, Inc. (GDMS), CAGE Code 04JN4, Manassas, VA 20110. This requirement is for the Data Analysis Reporting Tool Set (DARTS) technology to provide a means to collect and analyze Submarine Non-Propulsion Electronic System (NPES) data for test and evaluation (T&E) reporting purposes. This requirement will provide continued support for the conduct of system performance, certification, calibration and developmental test for new construction and acquisition programs and in-service Command, Control, Communications and Intelligence (C3I) System technology refresh and technology insertion efforts. GDMS owns, and has full rights and title to, the Small Business Innovation Research (SBIR) data that was developed under the previous SBIR efforts.

This requirement is a follow-on to N66604-21-D-H100 with Progeny Systems Corporation (acquired by GDMS effective 1 January 2024) and it is anticipated that 314,020 man-hours will be required over the five-year period of performance. The NAICS Code is 541715 and the size standard is 1,000 employees.

This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
