** This Request for Information (RFI) announcement is issued for the purpose prescribed in the Federal Acquisition Regulations (FAR) Part 10 “Market Research” and is for informational and acquisition planning purposes only.  This announcement is not a request for quote (RFQ)/request for proposal (RFP) and a formal solicitation is not available at this time.  If a formal RFQ/RFP is released, its contents may differ from the information contained in this announcement.  This announcement does not constitute a commitment by the government to issue an RFQ/RFP, contract, or order.  The government will not pay for any effort expended or any material provided in response to this announcement, nor will the government return any data provided.  The government may also use information received to better define their requirements.  Proprietary information, if any, should be minimized and must be clearly marked.  To aid the Government, please segregate proprietary information.  Please be advised that all submissions become Government property and will not be returned.  ** RFI NOTICE NUMBER: 2032H8-24-N-00008 The Department of Treasury/Internal Revenue Service, Small Business/Self Employed (SB/SE), Office of Private Debt Collection has a continuous need for contractor support with the provision of tax debt collection services. The services shall be in accordance with the attached Performance Work Statement (PWS) entitled “Draft Debt Collection PWS”. This RFI will be available on May 30, 2024, and will be distributed solely through the GSA Multiple Award Schedule, Professional Services – Financial Services, under NAICS 561440 – Debt Collection Services. All future information about this acquisition, including solicitation amendments, will be distributed solely through Annette Jones-Lumpkin (Annette.E.Jones-Lumpkin@irs.gov). The requirement: will use commercial terms and conditions (FAR Part 12) is intended to be a Firm-Fixed order has an expected period of performance of a twelve-month base period, and four one-year options, and one six-month option using the authority 52.217-8 has an anticipated start date on/around September 2026 Interested parties should respond to this announcement by providing the requested information/answering the following questions, in addition to providing a capabilities statement as they relate to the requirement set forth in this announcement.  Responses are requested to be no more than 15 pages.  Results of this RFI may impact the selection of the acquisition approach, and as such, interested parties are encouraged to ask questions and are requested to fully respond to the following requests for information and questions posed: Company name, UEI, and address. Point of Contact (POC) name, telephone number, and email address. Company size, as defined by the Small Business Administration (SBA) under NAICS code 561440. Existing contract vehicles currently held by the company that could be used to procure the necessary services. Describe any non-collection work that can subcontracted. Describe how you manage your workforce to remain flexible to changes in inventory. What are your employee retention incentives? How do you measure employee performance? Describe the criteria and strategies your company uses to determine when an account is no longer viable.  This could include strategies involving skip-tracing/locator services. Describe the tools or technologies your company uses to communicate with your clients/customer to improve their experience. Describe the process your clients use to access account information through your Collection System. Describe if your print vendor (in-house or subcontracted) has any limitations, i.e., volume that can be handled per day.
