Pre-Solicitation Notice: Notice of Intent to Sole Source – Delft3D Full Basic Service Package – Stand Alone License

NAICS Code: 513210 Software Publishers Variables, Size Standard $47 million

Product Service Code: 7B20 IT and Telecom High Performance Computer (Hardware And Perpetual License Software).

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Coastal and Hydraulics Laboratory (ERDC-CHL) in Vicksburg, MS has a requirement for Delft3D 1-year service package with 16 hours of single user support and four (4) 1-year optional service package renewals.

ERDC-CHL intends to award a purchase order on a sole source basis to Deltares USA, INC, 8601 Georgia Avenue STE 508, Silver Spring, MD 20910-3564 in accordance with FAR 13.106-1(b)(1).

Market research indicates that Deltares USA, INC is the only source for this requirement because Deltares USA, INC provides a specialized software package that no other vendor is capable of providing. The current requirement includes the ability to for hydrodynamic software that is capable of 1d-2d-3d computing capabilities within the same functionality along with sediment, water quality, and hydrodynamics. The Delft3D software from Deltares USA INC is the only software available with the ability to provide those functionalities world-wide, and there are no other commercial suppliers or resellers of this software.

The government has determined that the circumstances of this requirement deem that Deltares USA, INC is the only source reasonably available to provide these supplies.

Due to these reasons Deltares USA, INC is the sole source for this procurement.

This is not a small business set aside.

This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however; there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
