The containers are inert shaped metal containers.Instructions: Offerors must access controlled attachments through Procurement Integrated Enterprise Environment (PIEE formerly known as WAWF) Solicitation Module (PSM) located at: https://piee.eb.mil. Offerors must be properly registered in PSM, System for Award Management (SAM.gov), and the Joint Certification Program (JCP) in order to receive controlled attachments. Information about PSM is located at: https://piee.eb.mil. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://www.dla.mil/LogisticsOperations/Services/JCP/ . Offerors should review the PIEE PSM access/training information, which is attached to the SAM.gov announcement. To access the controlled attachments, Offerors shall provide JCP registered CAGE Codes to the Contracting Officer and Contract Specialist who are identified within the SAM.gov announcement. If the Offeror is properly registered within JCP, the Offeror will be allowed access to the controlled attachments. The controlled attachments will be located in PSM; therefore, the Offeror will need to obtain the controlled attachments through PSM. Instructions for accessing the controlled attachments can be found on the Solicitation posting page in SAM.gov under the Attachments/Links section titled ?Registration Instructions for the PIEE Solicitation Module?. Any amendments to the subject solicitation will be posted through the PSM.Offerors wishing to submit a proposal in response to this notification are strongly encouraged to ensure a representative of their organization registers at the PIEE website within five (5) working days of solicitation release and that the Proposal Manager role in PIEE is approved for the Offeror?s representative. Failure to register for the Proposal Manager role in PIEE could hamper an Offeror?s ability to submit a timely proposal. The Proposal Manager in the Solicitation Module can search for the solicitation based on criteria such as the solicitation number, response date, status, and contracting office DoDAAC among additional criteria. Once the solicitation is found and selected, the Proposal Manager can submit a proposal by selecting the ?Offer? tab, choosing the applicable CAGE Code for the Offeror, uploading the attachments that comprise their offer, and digitally signing off on submission of the offer.
