RFP FOR DEPARTMENT OF STATE WORLDWIDE DESIGN/BUILD AND CONSTRUCTION PROJECT INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACTS

The Department of State (DOS), Office of Global Acquisition, Acquisition Management (AMD), on behalf of the DOS, is issued seeking to select firms for award of Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) with scope covering Design-Build (D/B) and Construction projects at various DOS Posts and other facilities worldwide.  In order to maximize Category Management for Construction, this IDIQ is available for use Department-wide to include but is not limited to the Bureaus of International Narcotics and Law Enforcement Affairs, Overseas Buildings Operations (OBO), and Political-Military Affairs.

DOS anticipates awarding up to 42 IDIQ contracts in two separate categories including a small business set aside category and a full and open category.  Depending on the availability of qualified offerors; set asides for specific socioeconomic categories of small businesses  shall be generally as follows: 

CATEGORY 1: Small Business Set Aside

• Up to seven (7) set asides for 8(a) Businesses
• Up to seven (7) set asides for HubZone Businesses
• Up to seven (7) set asides for Service-Disabled Veteran Owned Businesses
• Up to seven (7) set asides for Woman-Owned Businesses
• Up to seven (7) set asides for Small Businesses

CATEGORY 2: Full and Open

• Up to seven (7) set aside for Full and Open

Amendment 0001 issued to incorporate clause for On/Off Ramp Procedures and extend proposal due date to August 1, 2025.

Amendment 0002 issued to incorporate update Phase I-MMR instructions, new Statement of Qualifications attachment and incorporate final Phase I - Government Questions and Responses.
