    AMENDMENT 0001: Amendment 0001 is hereby uploaded to answer questions and provide updates. The due date of March 23, 2026, remains unchanged. The GSA PBS Capital Project Delivery Division is seeking a qualified contractor to provide design-build construction services for the expansion of the BOTA LPOE in El Paso, TX. This project is for the design and construction of a new port of entry to replace the existing port. The current Land Port of Entry (LPOE) is a full-service port that inspects privately owned and commercial vehicles and pedestrians. It is currently operating from outdated, deteriorating facilities that do not adequately meet the functional needs of the tenant. The new construction project will correct port deficiencies and modernize its facility to accommodate the increasing traffic. The current LPOE will be required to stay in continuous operation during the construction; the contractor will be required to phase the construction. At the start of construction, commercial traffic will be permanently redirected to nearby LPOEs. The project construction components include but not limited to construction of an administration building to include an expanded pedestrian inspection area; primary and secondary passenger vehicle inspection facilities; outside vehicle parking expansion; seized vehicle processing area; a kennel; canopies, outbound inspection for pedestrian and privately owned vehicles and buses, outbound support office building and new paving throughout the LPOE. The project will also include bus inspection facilities for the Federal Motor Carrier Safety Administration (FMCSA), including a canopy and building for FMCSA staff. This project is subject to Design Excellence and Construction Excellence Procedures. The design-build scope of work includes all management, supervision, labor, equipment and materials required to provide architectural, engineering, construction, and other related services necessary to design and construct the new facilities as well as demolish the existing facilities including abatement. Related services include, but are not limited to, site planning, utility relocation (as needed), testing and inspection during construction, commissioning, and potential additional analysis of the site. The contractor shall provide all materials, labor, tools, equipment and daily supervision to accomplish tasks as outlined in contract documents. Contractor is also responsible for all necessary safety measures. Potential NAICS is 236220 with a size standard of $45.0 million. The PSC/FSC is Z2AZ (Repair or Alterations of Other Administrative Facilities and Service Buildings). It is anticipated that this project will take approximately 1,610 calendar days to complete. Award of any resulting procurement will be based on FAR 15 (GSA Class Deviation RFO-2025-15) competitive proposals, using a trade-off methodology and FAR 36.101-2 (GSA Class Deviation RFO-2025-36), Use of two-Phase Design-Build Selection Procedures. GENERAL CONSTRUCTION REQUIREMENTS: The estimated design and construction cost range is between $400,000,000.00 and $460,000,000.00.
