DETAINEE TRANSPORT INSERTS

THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO AUTO TRUCK GROUP LLC DBA HOLMAN ENTERPRISES, INC FOR DETAINEE TRANSPORT INSERTS AND INSTALLATION.

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the, Office of Assets and Facilities Management (OAFM), intends to award a firm-fixed price Contract on a sole source basis to Auto Truck Group LLC (Address: 1420 Brewster Creek Blvd, Bartlett, Illinois 60103) for two hundred detainee transport inserts and installation services.  The detainee transport inserts, along with the associated installation services are considered commercial products with identical commercially available installation services that will be acquired in accordance with FAR Part 15 procedures. The requirement delivery is 182 calendar days after receipt of award.  The anticipated award will be made under the authority of FAR 6.103-1, Only one responsible source.

This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged as a determination by the Government not to compete the requirement.

Any proposed action  based upon responses to this notice is solely within the discretion of the Government.

Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 9:00 AM Eastern Standard Time on 16 January 2026 by email to Amy Dallaire at Amy.Dallaire@ice.dhs.gov and Yasmin Atkins, at Yasmin.Atkins@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state “Response to Notice of Intent – Detainee Transport Inserts.”

All information submitted is for capability assessment purposes only and shall be provided at no cost to the Government; the Government will not reimburse any costs incurred in preparing and submitting such information.

The Government reserves the right to cancel the contemplated sole source award.

The anticipated primary North American Classification Systems (NAICS) code is 336992-Motor Vehicle Body Manufacturingwith a small business size standard of 1,000 employees.
