The F-35 Lightning II Program Office intends to solicit one or more contract actions from Lockheed Martin Aeronautics Co., Fort Worth, Texas, to provide engineering, maintenance, logistics and material support. This support will sustain ongoing development, production and maintenance of software builds, as well as enable developmental ground and flight testing at Edwards Air Force Base, California; Naval Air Station Patuxent River, Maryland; Eglin Air Force Base, Florida; and Nellis Air Force Base, Nevada. These efforts support the F-35 Lightning II aircraft for the U.S. Air Force, U.S. Marine Corps, U.S. Navy, Foreign Military Sales customers and F-35 Cooperative Program Partner nations. The contract will also support unique sea trials. In addition, it includes engineering support for flight test instrumentation, enhancements to flight test data computer networks, increased processing capacity for flight test data tools, software model improvements and expanded capabilities for ground testing systems. This acquisition is being pursued on a sole-source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Lockheed Martin Aeronautics Co. is the sole designer, developer, manufacturer and integrator of the F-35 aircraft and its associated systems. The company has the necessary experience, proprietary technical data, software, algorithms and expertise required to fulfill the governments needs within the required timeframe. As such, Lockheed Martin is the only known qualified and responsible source capable of meeting the requirements specified herein.
