The Department of Veterans Affairs intends to negotiate a sole source firm fixed price indefinite delivery requirements contract for a five (5) year period with the University of Utah for the Data Coordinating Center CORE services located at the University of Utah School of Medicine, 295 Chipeta Way, Salt Lake City, UT 84108, the VA s primary academic affiliate, to support the US Department of Veterans Affairs (VA) research office. This requirement is to support a randomized trial of sodium-glucose cotransporter-2 Inhibition (SGLT2i) in Heart Transplant Recipients. This is a prospective study across six different VA sites, funded by Clinical Science Research and Development (CSR&D). The six facilities that are participating the in the multisite study are: Salt Lake City (Coordinating Facility), Nashville VAMC, Richmond VAMC, Palo Alto VAMC, Madison VAMC, and Houston VAMC. The study requires the contracting services of the Data Coordinating Center located at the affiliate, University of Utah, to ensure legal, ethical, and efficient data sharing and management across the participating VA sites and the Data Coordinating Center, while protecting sensitive veteran health data. The Affiliate s data center has worked with the VA and is familiar with the on-going studies. 38 U.S.C. 8153 allows for sole source awards related to research with VA academic affiliates. In this case, the University of Utah is the primary academic affiliate of the Salt Lake City VA Healthcare System and has several groups that tie in with the Center s specific areas of expertise. Since the intent is to procure this on a sole source basis, no solicitation will be posted on SAM.gov Contract Opportunities. The applicable NAICS code is 541720 with a $28 Million size standard. The PSC is DG01. The authority for this action is FAR 6.302.5-1, Authorized or Required by Statute per 41 USC §3304(a)(5).
