    Description

    The Naval Air Systems Command (NAVAIR) intends to negotiate and award a new task order under the Basic Ordering Agreement (BOA) N00019-25-G-0009 for a re-design of the Digital Scene Matching Area Correlator (DSMAC) Illuminator Unit (DIU). The DIU design update is intended to spectrally match the current DSMAC Illuminator and remain compliant with the physical and functional requirements of Tomahawk Block V Performance Specification. The DIU is discontinued and no longer available within the marketplace. There are no suitable drop-in replacements. A re-design of DIU is recommended to mitigate material obsolescence and ensure continued availability of the DSMAC for all Tomahawk variants. The DSMAC is critical to the precision terminal guidance for the Tomahawk, allowing the missile to accurately identify and strike its intended target. Without a re-design of the DIU, Raytheon will not be able to support Full Rate Production Lot 20 TACTOM Production. NAVAIR intends to award this effort to Raytheon, P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Subcontracting Opportunities – Patrick Marchant– patrick.j.marchant@rtx.com).  Since 1994, RTX has been the sole developer, designer, and manufacturer for the TACTOM Missile. RTX solely possesses the current configuration and manufacturing data for the Tomahawk Block IV and Block V All-Up Round (AUR) missile, and is the only source capable of performing the required integration and testing.  RTX maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block IV and Block V AUR.  Because a detailed knowledge and expertise of the Tomahawk Block IV and Block V AUR missile is required to conduct tasking under this contract, RTX is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs.  The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.  Responsible parties may submit capability statements which shall be considered.  This is not a request for proposals.
