    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

    Solicitation number 12363N26Q0005 is issued as a Request for Quotation (RFQ) for Trails Stabilization on the Payette National Forest.

    This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

    The applicable North American Industry Classification Standard Code is 237990 Other Heavy and Civil Construction  The small business size standard is $45 Million  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

    Statement of Requirement

    Background The 2024 Limepoint Fire affected nearly the entirety of the 12.2 mile long trail system accessed from the Kinney Creek, Allsion Creek, and Eckels Creek Trailheads along Hells Canyon Reservoir on Payette National Forest.

    Description of Project Work must be performed to restore sustainable trail tread to portions of the trail where this has been affected by loss of anchoring vegetation and post fire run-off, as well as to make the trail system more resistant to future runoff due to long-term fire effects. As such, the overall goal is to restore a full trail bench (see Plans) to the entirety of the trail system or, as much as possible with the funding available, as well as adding drainage features where necessary to withstand erosion. Install signs at junctions of 222 and 221, 514 and 223, 223 and 225; Install Kinney Creek Trailhead sign the beginning of the 221 and Hells Canyon Road junction.

    Location All work will be performed on the sections of National Forest System (NFS) Trails no. 221 (Kinney Cr.), 222 (Kinney Cr.-Eckels Cr.), 223 (Eckels Cr.), and 514 (Allison Cr.) shown on the attached map.  These trailheads are in the general vicinity of the Big Bar Recreation Area along Hells Canyon Road. All are located on the Council Ranger District of Payette National Forest. This is located approximately 54 road miles north of Cambridge, ID, accessed via State Hwy 71 to Hells Canyon Road.                                                                                                                                                                                                                                                            

    Period of Performance The period of performance for the base and optional items begins on the effective date of the Notice to Proceed (NTP) and runs through November 15, 2026. The end date may be extended depending on the availability of funds.
