Personnel from Defense Logistics Agency (DLA) Energy are often required to enter and work in confined spaces in the performance of their duties. They are routinely required to enter petroleum storage tanks on maritime tankers and various spaces located at petroleum shore facilities such as pump rooms, tanks, geodesic domes, tank berms (dikes) etc. This training will provide the requisite knowledge and skills necessary for performing duties in a safe environment.
The Occupational Safety and Health Administration (OSHA) Confined Space Entry Standards for General Industry (CFR 29 1910.146) require agencies to provide confined space training if their employees will enter permit-required confined spaces.
DLA Energy requires the Contractor to travel to different geographic locations and hold three (3) day, (approximately 24 training hours), workshops at each location that encompass all facets of Confined Space Training as required. The Contractor will be required to hold approximately 3 classes during years 1, 3 and 5 of the contract periods and 10 classes during years 2 and 4. Each class will accommodate approximately 25 students.
PLACE OF PERFORMANCE Supplemental Years (Contract Years 1, 3, and 5). During these years the Contractor will be performing the Confined Space training classes at the following locations:
•(1 Class) European Region (Germany)
•(1 Class) Americas Region (Houston or Long Beach of Government’s choosing)
•(1 Class) Pacific Region (Korea, Japan, or Alaska of Government’s choosing)
Base Training Years (Contract Years 2 and 4). During these years the Contractor will be performing the Confined Space training classes at the following locations:
•(1 Class) Middle East Region (Bahrain)
•(2 Classes) European Region (Germany)
•(2 Classes) Pacific Region (Korea or Japan of Government’s choosing)
•(2 Classes) Pacific Region (Alaska)
•(2 Classes) Americas Region (Houston or Long Beach of Government’s choosing)
•(1 Class) DLA Headquarters (Fort Belvoir VA)
