Solicitation for Offer: Dock Lease Opportunity near Cascade Locks, Oregon
The United States Government is seeking to lease dock space or riverfront land with direct river access on the Columbia River in the vicinity of Cascade Locks, Oregon, to support the installation and operation of a Total Dissolved Gas (TDG) water quality monitoring station.
Minimum Property Requirements:
- Location: The property must be located on the Columbia River within a strict scientific zone of 1 to 5 miles downstream of the outfall of Bonneville Dam (tailrace/spillway zone).
- Dock Specifications: The offered property must consist of a dock, pier, or float capable of safely supporting a static load of up to 300 lbs to preserve the structural integrity of a Government-owned gage house and enclosed equipment.
- Shelter Dimensions: The dock must accommodate a secure instrumentation shelter measuring approximately 5.0' – 5.5' H x 3.0' – 3.5' W x 2.5' D, which must be securable with a Government-provided padlock.
- Water Depth: The sensor deployment site must provide a minimum water depth of 5 feet during all river stages, including low/no spill seasons.
- Access: The Lessor must grant year-round site access for Government personnel and contractors for routine monitoring and maintenance, typically Monday through Friday, between 0600 and 1800.
- Parking: A dedicated vehicle parking area must be available within approximately 100 feet of the dock/equipment location to facilitate the transport of heavy instrumentation.
- Utilities: No electrical power, water, or other utility hookups are required from the Lessor.
- Right of Entry: The property owner must agree to sign a pre-lease Right-of-Entry (ROE) agreement to allow Government personnel and contractors access to the property for suitability assessments.
Special Considerations:
- Vehicular and Pedestrian Access: The route from the parking area to the dock must provide safe, unobstructed access for personnel transporting monitoring equipment.
- Past Use and Compatibility: The routine presence of Government staff and ongoing scientific measurements must be compatible with the existing development or operations on the property.
- Lease Terms: The landlord must be willing to lease the property under a five (5) year term, consisting of a one (1) year firm term and four (4) consecutive one-year renewal options. The Government reserves the right to renew with a 30-day notice, and the Lessor may terminate by giving a 365-day written notice.
- Environmental and Operational Encumbrances: The site's exposure to river debris, protection from high-wake boat traffic, and the overall stability/safety of the dock structure will be evaluated.
